"It's a hard job because you have to represent 28 countries' foreign policy positions. And it's very rare they agree," says David O'Leary, who heads the Europe Decides project at communications agency Burson-Marsteller.
"France, Germany and the UK in particular still see themselves as global players. So it is important for them to be represented by a figure who is not too dynamic. It's Ashton's job to tell the world what the EU wants - but based on a very low common denominator," he says.
